I started work end of April and was discharged end of oct. And my claim beginning date is 10/25/15. I made approx 2250 a month and for 3 months that should be 6750 but on the letter it has highest quarter earnings of little under 4500. Im thinking they counted April all the way to June but I only worked a few days for that month (april). How do they decide what month or quarter to base on because it makes a huge difference for my weekly and max benefit amount. Thank you.

Calendar quarters have always been defined as three months ending:
March 31
June 30
Sept. 31
Dec. 31
For THREE MONTHS qtr ending 6/30/2015 - you earned $4,500, which is enough to qualify you in CA.
Your other option is to call CA and ask to cancel/withdraw the claim and refile no earlier than January 3, 2016. You won't have better quarter (or higher WBA) because you only earned another $2,250 between July-September. but your base period would include earnings through September 31 - which would add another six weeks benefits.

I haven't received any notice since including my ui online customer account number. Is this normal? Also I had an edd eligibility interview by phone on Nov 13 and was told I would get a response by 10 days. It's been over 2 and a half weeks. Is this also normal? Thank you.

Well, Thanksgiving occurred during that period - so scratch at least two business days, possibly more. Today is the 10th business day. Chances are you'll hear something in the next few days.
Otherwise, call CA - start dialing first thing in a.m. - 1-5-1-1-0 often works - or use suggestions on the last few pages of this thread:
Ask about claim forms and a debit card, as well, if you haven't already received them. CA can't pay you, nor can you access the money without claiming the weeks through 11/21 - and the debit card being issued.
For now, you are owed three weeks, as follows:

10/31 - Unpaid waiting week
11/07 - Paid week
11/14 - Paid week
11/21 - Paid week
11/28 - To be claimed
12.05 - To be claimed
